Jarrek Michael Anderson, 18 of Carlisle, was wanted "related to an incident that occurred at Memorial Park,150 W Penn St, on June 26," as stated in a police release issued the following day.
Police activity was announced in connection with the search for him in the area of South Pitt and West Ridge streets on July 8.
The police stated the following in the original release:
"All residents are asked to stay indoors, keep your doors locked, and inform Police of any suspicious activity. There is no active threat to the public but we are asking to stay away from the area to allow Police to operate."
Court documents show that Anderson is wanted for misdemeanor Endangering Welfare of Children When Parent, Guardian, or Other Commits Offense, misdemeanor Simple Assault, and a summary charge for Harassment - Subject Other to Physical Contact.
The police release on Monday night read:
"Jarrek Anderson is a wanted subject for multiple felony warrants and is in the area."
The charges on the felony warrants were still unknown over an hour after the shelter-in-place order was lifted.
The police clarified that they had not captured him in a new release issued around 11:15 p.m., July 8.
In that same release, the police explained a second incident had led to the felony charges.
Anderson had been found "slumped over the wheel" of a black Ford Fusion parked in the 200 block of F Street in Carlisle at 4:32 p.m. on Saturday, July 6, according to Carlisle Borough Police. As soon as officers arrived to investigate, he "took off in the vehicle, failing to stop for emergency lights and siren," the police said.
The vehicle was later found empty, but officers got consent from the other vehicle owner to search it, leading them to three firearms — including one that was stolen, as detailed in the release.
"There was also drug paraphernalia, controlled substances packaged in a way consistent with the intent to deliver, and counterfeit currency located inside," as stated in the release.
After that incident Anderson was charged with felons for receiving stolen property, firearms not to be carried without a license, possession with the intent to deliver, person not to possess a firearm, fleeing or eluding a police officer, and flight to avoid apprehension, according to the police although court documents remain unavailable at the time of publishing.
In yet a third release, the police explained why they launched a manhunt on July 8. Around 5:45 p.m. Monday, the police confirmed he was inside a vehicle parked in the 500 block of South Pitt Street but he took off onto South West Street.
What happened next was explained as follows:
"An extensive search was conducted using various K9 teams and the Pennsylvania State Police Aviation Unit, however, Anderson was not located. New charges are forthcoming from the incident last night including flight to avoid apprehension (felony) and evading arrest or detention on foot (felony)."
The police still say that anyone in the area who sees something suspicious, or anyone with information, is asked to call Carlisle Police at 717-243-5252.
